Backstory

In 2005 I was working for BAE Systems supporting the U.S. Treasury department right next to the White House in Washington, DC. I remember this was the exact moment I felt I “made it” in tech - when I was allowed into the subterranean catacombs underneath the Treasury building to rack servers and install SharePoint Portal Server 2003 via CD ROM. Before these halls were data centers, did these underground passageways see presidents, mistresses, foreign dignitaries… the mind wanders and smiles.

The following year in 2006, I started my own cloud company when Amazon only had S3 (Simple Secure Storage) as my clients wanted to rent compute, and convert legacy Client-Server applications to SaaS. My clients were highly regulated corporate enterprises, European aerospace companies, and U.S. government agencies who categorically refused to trust Microsoft or early rack space iterations with their mission-critical data. They demanded a level of operational autonomy and security that off-the-shelf vendors simply could not provide. So I founded Portalogiks (aka CloudMoto) and built a private cloud deploying IaaS and PaaS for my clients.

As the founder and Director of Cloud Software, I didn’t just write code; I architected end-to-end sovereign private clouds from the ground up. I toured data centers, learned hardware deterministic planning and procurement, racked servers, migrated data centers, developed DR and BCP plans, built high-availability clustered failover services, all of this before Microsoft Azure had even launched in 2010. The digital foundation upon which the European Union’s economy, government services, and critical infrastructure rest is almost entirely controlled by foreign entities and American hyperscalers and business interests.

The pursuit of “technological sovereignty” is no longer just a theoretical debate for policy leaders in Brussels; it has become the defining economic and security mandate of our time. As European enterprises scramble to decouple from American hyperscalers, they are discovering a hard truth: escaping the gravity of Big Tech requires more than just regulatory frameworks. It requires the exact kind of hyperscale engineering and architectural execution that built those monopolies in the first place and recruiting American talent to help.

Here is why the European sovereign cloud movement is about to reshape global technology, and why the secret to achieving European digital independence is, paradoxically, American engineering leadership.

American Vendor Lock as a Risk

Let’s start with the cold, hard data. As of 2025, just three American hyperscalers—Amazon Web Services (AWS), Microsoft Azure, and Google Cloud—control a staggering 70% of the European cloud infrastructure market, leaving local European providers with a meager 15% share.

The scale of dependency is severe. Recent analyses, including a comprehensive study by the German digital association Bitkom revealed that over 90 percent of German companies would not survive more than two years if they were abruptly cut off from essential foreign technologies. That is more than Business Continuity Planning (BCP) or Disaster Recovery (DR), these are national security issues.

The French government is developing and rolling out “Visio,” a homegrown, secure videoconferencing platform designed to replace US-based tools like Zoom and Microsoft Teams for all civil servants by 2027. Developed by the interministerial digital department (DINUM), Visio aims to enhance digital sovereignty, guarantee data confidentiality, and reduce reliance on foreign infrastructure.

This structural dependency represents a catastrophic vulnerability. We have already seen the cracks in this foundation; consider the high-profile incident where the chief prosecutor of an international court temporarily lost access to their Microsoft email account due to external geopolitical sanctions.

To appease European regulators, U.S. hyperscalers have heavily marketed “localized” or “sovereign” cloud zones, promising that data will remain physically within EU borders. But data residency is not data sovereignty. Under the U.S. CLOUD Act of 2018, American tech companies are legally obligated to hand over electronic data to U.S. law enforcement upon request, regardless of where those servers physically reside. If an EU business complies with a U.S. data demand, it breaches GDPR; if the hyperscaler refuses, it faces U.S. legal action.

It doesn’t matter if your cloud availability zone is physically in the EU if the master encryption keys are held by American companies. You cannot claim digital sovereignty if a foreign government holds a legal kill switch to your infrastructure. There’s no GUI if the end user is now AI.

The Employer’s Dilemma

Leaders are hearing “adopt AI or lose to those who do.” Shareholders demand profits and growth. While reducing workforce (OpEx) through automation is a traditional way to tip the P&L scales, it’s not sustainable as a long-term growth strategy. We’re also seeing weekly mass layoffs across verticals that aren’t normally connected indicating a larger sea change in the way companies value/devalue human capital.

The Municipality’s Dilemma

As high-income knowledge worker roles get replaced by AI, income and payroll tax revenues collapse. Additionally the unemployment system was never designed for layoffs at the scale we’re experiencing which is a double strain on government budgets. Add it the physical cost of running a city (roads, police, fire, sanitation, snow removal, etc.) does not decrease; in fact, it increases with social instability. Cities cannot tax robotic labor directly (a Federal mandate) like some in France have discussed doing as factory robotic replacements replace those paying into the pension fund. Their only remaining lever is the Property Tax—levied on the one asset that cannot move: the home. Just look at how New York City currently faces a severe structural budget shortfall totaling roughly $12.6 billion across Fiscal Years 2026 and 2027 and Mayor Zohran Mamdani proposing to raise property tax rates in New York City by nearly 10 percent.

The Homeowner’s Trap

Displaced white-collar professionals are often “Asset Rich, Cash Poor.” They own homes purchased during the high-wage era pre-AI. As cities drastically hike property taxes to cover budget deficits, these unemployed homeowners face a liquidity crisis. This forces a sell-off, depressing real estate values, which ironically forces the city to raise rates even further to maintain revenue neutrality. This is the Doom Loop of the 2030s where governments have to close budget gaps and move to increasing property taxes before they figure out how to implement VAT to corporations.

It does not need a middle manager to verify work; it can ingest digital proof-of-work or multi-modal verification (photos, GPS data) instantly and compare it against a “ground truth” model. There was already a “Makerpsace” in the company, an empty room filled with office room furniture as seen below. You sometimes have a technical buyer, but usually it’s an acquisition team implementing the vision of a GS-15, Colonel, COTR, etc. My challenge was to create a space the entire leadership team could visit and empower them to be the hero of their story and develop a shared vision of their future systems-of-systems (SoS).

I banned PowerPoints, use cases, pitches, hype, BD, etc., the team is forbidden to sell. Instead, we must inspire art of the possible. Just like Disney has imagineers to create brilliant theme parks, I lead a team to act as innovators, an experience design firm, and imagineers all at the same time. The mission was to create immersive experiences clients could speed date disruptive technologies and emotionally connect. This is much harder than it sounds because these were my innovation lab criteria:

1. Must be tangible and physical, no thought products

2. Storytelling over sales, what’s the business case not use case?

3. Experiences must have kinesthesia and phonomnesis

4. Must foster curiosity blooming discoveries in the process

5. Must exceed expectations

6. Must demonstrate economic value

7. Must personify the future

8. Must show ecosystems of value, not products

Money Follows Momentum

So I started building…

I bought $40 Chinese doors at Home Depot, then vinyl wrapped them. I cast 300 lbs concrete plinths and acid etched them to create the Operational Technology (OT) aesthetic required for our display stations.

Started with animated dynamic digital signage that promoted the values and domains of the upcoming lab 24/7 on the wall outside the lab.

Below I’m wiring up the jet for a Human Capital Omnipresence experience. Before I had it bolted down to the table it flew off into the wall the second I got my flight controller code working; that required a paint repair.

Accelerating the Supply Chain of Innovation

Agile for Acquisition became a core part of the process, over 400 purchases in sprints to tool up and do real-time builds. The challenge of creating experiences out of virtual things kept the team up at night. So many innovative things are in the software space, but how do you create a physical experience out of 1s and 0s? Software is virtual, the rules of the innovation lab require it to be tangible.

After many team jam sessions, we cracked the code and an immersive AI for DevSecOps experience was planned out and we built every part by hand. Military leaders had to build their software toolchain by putting the toolchain modules (i.e. Static Code Analysis, Code Compilation, Validation Testing, RMF automation, etc.) in the front in the right order for power and data to flow; glowing bright green in the process. Then they got to vibe code their software at the helm because with AI English is the new programming language. This was all in summer of 2023, years before vibe coding became mainstream which helped clients prepare culturally and in their acquisition strategy for extreme automation.

Advanced Connectivity

During an era dominated by 5G hype, we took the opposite approach and treated data as a drop, not a river. LoRa/LoRaWAN technologies are superior to 5G for IoT and we built an Oil & Water Digitization experience on one of the rolling display boards. Is there a fuel leak is a 1, or a 0; that’s binary. It doesn’t require 5G transceivers, SIM cards, or expensive data plans when LoRaWAN is free ISM spectrum and the parts are fungible.

From rust and corrosion wet maps to autonomous water management, this thing was glowing and pretty. The fun part was the client got to open a valve to create their “leak” and then got text messages instantly. When you think of fuel leaks (i.e. the Camp Lejeune fuel spill) , busted pipes, etc across massive facilities these simple low-cost technologies are an ounce of prevention.

Showing a client something they’ve never seen before is literally one of my favorite things. In 2023 we had demonstration of wireless over-the-air power (yes, like WiFi but electricity delivery!) to power systems and drones without batteries. With a field kit below in the lab, the right panel converted DC current to radio frequency (RF) and the little left box receives that RF energy and powers downstream sensors, compute, and signage.

Our mission technologies practice was predicated on this problem: the enemy combatant, arrest warrant, or forest fire doesn’t follow the 5G coverage map. How do you bring your own network, sensors, and C2 (command and control) into the dark corners of the map. How do you also bring your MANET capabilities up while bringing costs down?

This experience was one of my favorites as we put clients into tactical vests, had them form human-based mesh networks, and deploy a SatCom terminal in seconds to then text their kids from space. With ATAK tied to their bodies, mission data in AR glasses, and hands free, one could put them on a 2 hour scavenger hunt across the building to demonstrate what C2 looks like in the era of self-forming networks.

Summary

With 3 months research, 6 months building, and $130,000 total cost, the team and I created 12 unique immersive experiences and several prototypes. We personified the move-fast-and-break-stuff mantra defying corporate policy and the leaders telling us how to buy, how to partner, and what we should have been selling. After launch we were criticized weekly by some partner for not selling the a la mode thing (cloud, blockchain, 5G, VR/AR, AI, etc.) which weighed heavily on the team. As the innovation leader, I learned to push back explaining that “We’re not a carnival barker selling status quo things that are now just mainstream, I’m selling a solution culture to the client’s future.” Clients loved it, the company hated it; eureka - innovation!

This Innovation Lab created solution gravity where clients became excited to play with next-curve technologies in a gamified way, learning through immersion not decks. Reputation grew that this was a pitch-free space, come hang out with a mad scientist for a day. It became a space where clients would feel safe to tell me about their problems, and that was the night I slept the best having found a tough problem to solve.

In the movie biopic on BlackBerry, there’s this moment where the AT&T CEO secretly partners with Apple on their new iPhone and considers BlackBerry phones old hat. The AT&T CEO shoots down the BlackBerry CEO saying “there’s only so many minutes, in a minute” as he walks away from a deal. Remember that pre iPhone era (circa 2007) you bought minutes as part of your mobile phone plan. The inflection point in the telephony industry was you cannot bill for more minutes then there are in an hour, but we can bill you for more data. I feel like we’re at that exact moment with AI transforming the workforce right now with labor.

As a former DevSecOps Director I have a staffed many software teams from private industry to the Air Force. I also have a few software developer friends in my life and these are some of the most talented and expert software developers I’ve ever met. Despite their incredible coding skills, it surprised me to learn they are all using Claude code to write 100% of their code now. While vibe coding is fun and fast, what’s disruptive is that by themselves as one individual, they are now running a cadre of AI agents building multiple software programs in tandem; like 3-10 parallel agents building at the same time. This is the equivalent work of 1 person doing the work of a few 2-pizza DevSecOps teams! To understand how much of a force multiplier this is, the below chart outlines the typical Full Time Employee (FTE) structure to hire, lead, and govern a DevSecOps team managing a single software application.

AI went from chat toy to business tool, and like any tool organizations will adopt tools if it they accelerate results and lower costs. It’s an economic decision, plain and simple. Like it or not, AI is selling the capacity to innovate in a chaotic world through workforce scaling. It solves a throughput question of how do you add more work hours to the day without making your employees work harder or incurring more expenses. Using AI tools become force multipliers in the workplace where a single software engineer has the power of the entire team of yesteryear.

Leading an innovation firm with clients who rely on my guidance to plan for the future, this trend is going to be much larger than just software development in the decade ahead. Keep in mind approximately 70% of software is written for other humans to do their job; the remainder is typically machine-to-machine software.

For example, right now software teams built project management software (JIRA, MS Project, Monday.com, etc) for humans to input data and report out progress. The Scrum Master is now obsolete when a single software engineer and Claude can automate every step of the process and produce functioning software faster than the Agile sprint itself. So why do we need the SaaS-based project management software and its costs now? Why do we need the Scrum master? We’ll be getting to a point that AI can do the task the human managing the software was supposed to do, thus why do we need that software and human GUI in the first place? I predict that by the year 2030 we’ll see the rise of machine-to-machine software rise closer to 50% as AI workloads assume the roles of knowledge workers, designers, project managers, and even leadership roles as they can demonstrate the 10X efficiency gains like this.

Just like mobility learned “there’s only so many minutes in a minute” any manager knows there’s only so many hours in a workday. AI has the power to increase design output while decreasing costs, in any century that is the reason all organizations will adopt it eventually.

Like many, there was a single article last year that I could point to that was a much needed lens to understand the big bang of AI. If you haven’t already, I highly recommend reading first Death of a Knowledge System by which is some of the best writing and analysis I’ve seen in years.

This article really got me thinking that the deployment of AI and Large Language Models are not much different than the Pluribus virus from the hit Apple TV show. It is analogous in that LLMs ingests the collective corpus of all human knowledge (the entire internet, books, movies, social media, transcripts, and software codebases) and unifies it into a single, accessible interface as the LLM. It connects the disparate nodes of human thought and knowledge, completely abstracted from geography, degrees, race, nationality, and class into a “Digital Hive Mind.”

Will the knowledge economy transition into a Pluribus reality? The “Knowledge Broker” represents the old world of friction—the gatekeepers between immune individuals. Previously my innovation teams would rely on very expensive subject matter experts rented through GLG or AlphaSites to learn about an industry or technology quickly. However, AI replacing the knowledge broker signifies the “Joining”, just as in the show Pluribus there are no intermediaries. You don’t ask a grocer to find stock; any person in the system simply is the stock.

Just as the hive mind restocks the shelves instantly in the grocery store episode or a waitress can now pilot an airplane, AI provides instant answers to everyone at all times. There is no scarcity to knowledge or thinking. A toddler who can only speak can be a software developer to vide code a custom video game they want to play and a grandparent can do deep technical research creating a pitch deck with Gamma in minutes. Similarly, we are moving to a world where we don’t ask a broker to find an expert; we query the “Shelf Service” of the AI.

Everyone now has equal access to the same “technical information”, a democratization event that impacts both the digital divide and digital equity more than the invention of the internet. A junior analyst with an AI agent has the same technical reach as a veteran expert, just as any member of the Pluribus hive can access the collective’s skills and data sets. AI is now the great equalizer of specialized knowledge.

So I ask you, does centralized knowledge or decentralized have more value?

In 2019, I was thrilled to accept a role as the Head of Technology for the incubation division of Verizon. As a Ham radio operator (KC1HYY) I am obsessed with the RF spectrum and all form of connectivities. However, I’d get in trouble for saying things like “technically 1G and 5G travel at the same speed, the speed of light because it’s electromagnetic energy.”

There is a problem though when you have only one product to sell, "Product as the Hero” becomes the sales strategy and I had a problem with that as an engineer who likes solving client problems. Both in my role there, and thereafter at consulting firms I worked for, I saw consultants and strategists develop databases of literally hundreds of use cases for 5G; all a pastiche of good intentions. 5G Telco tropes were so widespread at the time that https://www.techdirt.com was one of the first to call out the hype that “5G technology was so incredible, Verizon insisted, that it would also quickly usher forth incredible new cancer cures, allowing doctors to conduct remote heart surgery while wearing VR/AR headsets from the back of a rickshaw”.

The Challenge

5G operates across VHF, UHF, and EHF radio frequencies (RF). Electromagnetic energy is odorless, tasteless, cannot be seen or heard. We lack the sensory organs to even access it - so how do you sell something invisible? After years of my personal 5G frustrations and immune to the telco cool aid I was forced to find a deeper problem. My military clients have Terabyte-class workloads in edge compute domains; that means data piles up faster than it can be sent back. 5G was way too slow for them, “call me back when you have something stronger” I was often told. That put me on an entirely new path of research and design!

How do you make something better than it currently is? How do you offer additional value to make a technology more accessible? And lastly, how do you sell something unique when 5G is already everywhere?

In 2022 I was blessed to be leading a really talented team of design thinkers, curious technologists, and a rock star software developer (David if you’re out there we miss you!). Once we accepted 5G is too slow for our military clients we started researching ways to make it faster. As a result, Compression-as-a-Service (CaaS) was born. This allowed end users, not software developers, to layer compression into their current stack and pick from multi-modal engines that could autonomously pick the right compression algo, for the right data streams, and deliver it before it was needed by the commander. How’s 5G speeds on 3G networks sound? How does reducing your data-in-motion costs both in the cloud and in the air affect your OpEx?

The second discovery set the project in an entirely new and unexpected direction. What’s disruptive about 5G is not its speed, latency, or place in the electromagnetic spectrum. What’s disruptive about 5G is that is the first class of mobility that isn’t hardware-defined, it’s software-defined. With a background in DevSecOps, once I saw connectivity as code, it truly changes the way you see mission systems.

So I bought a tactical Pelican case and started building in my Boston apartment.

In 2022 for less than $1000 I created a Private 5G Network in a Box. This wasn’t a use case, it was the real deal. A functional 5G network I carried onto the plane and delivered it to a board room. I had a portable field-capable 5G datacenter on public 5G CBRS spectrum. Clients could interact with the 5G core on the touch screen as an immersive experience. I could demonstrate Compression-as-a-Service making my client’s big-data problems feel smaller reducing their data-in-motion costs. I could show how to bootstrap advanced connectivity to “dumb” devices and add them to the network. And lastly, my clients could see that connectivity is code and didn’t require massive datacenter to run. See it live in this video:

For those new to telephony, a 5G core is the software that runs a 5G network, it is comprised of lots of little Docker containers that run various micro services; that is what displays on the touch screen. This software is the backbone of any 5G network and my team found an open-source 5G core and started to modify it. We also learned there is Public 5G on the CBRS band that with a simple FCC license you can deploy private 5G on a military base, factory, college campus, etc.

So if anyone now asks you what’s disruptive about 5G, you can now tell them you can roll your own private network with a DevSecOps team and cut your telco costs. Connectivity is now code.

Lessons Learned

Thankfully we’re now all sobered and on the other side of the Gartner hype cycle on 5G. We can easily see that all those use cases and promises of a new industrial transformation were hype of a billion-dollar marketing engine. Here’s what I learned:

1. Building a physical prototype is worth 1,000 pictures.

2. Documenting the economic savings value of Private 5G was the solution, not the tech behind it.

3. The C-Suite doesn’t go shopping at the Use Case Store. Organizations invest in technologies that make them money or save them money.

4. 5G is just an upgraded conduit for other technologies to use; it alone is not a solution. (Please remember this when 6G hype starts in a few years)

5. Smart factories, warehouses, etc. can’t use 5G in the way telco wanted because the transceiver chip sets (i.e. the 5G modem) are not inside the motherboard/equipment they already invested into (often 20-30 year lifecycles).

6. Billions are spent on hype cycles, real innovation comes from application of it in the real world making it better.
