During my last tour supporting the U.S. Air Force as a civilian they seemed to be surprised when I just did the work the PMO needed. This was the conversation that unfolded:
I said: “What do you mean, no one was doing it and it needs to get done”.
They said: “We just spend an entire year paying for a 10 person team at "{big consulting firm} and all they did was build us a plan-to-make-a-plan.”
